The U.S. Department of Energy, National Nuclear Security Administration (NNSA), in agreement with the Office of Personnel Management (OPM), proposed to test a pay banding system in which within-band pay progression is based on performance. The demonstration Project Plan was designed to modify parts of the Government’s Title 5 Personnel laws and regulations with respect to pay banding and performance-based pay increases. NNSA had developed a comprehensive HCM Strategic Plan to effectively recruit, retain, develop, and transition its workforce to meet critical mission objectives.
