(Vienna, VA — May 30, 2013) C² Technologies, Inc., a nationally recognized leader in the strategic training and performance improvement discipline, has named Brigadier General Robert (Bob) Tarter, Ed.D. (Retd) to the position of vice president for unmanned aircraft systems, providing strategic consulting and training services in the unmanned aircraft systems field.
Brigadier General Tarter will build on C²’s training portfolio and mission-critical support services assisting Federal, state, and local agencies by enhancing their value through planning, restructuring, and delivering strategic training solutions. Brigadier General Tarter will work with clients across the country and with C² training development teams in Newport News, VA and Oklahoma City, OK.

During his career Brigadier General Tarter has led the FAA’s Office of Technical Training, the FAA Safety program ensuring all facets of safety in the U.S. national airspace system, to include manned and unmanned flight. Prior to joining the FAA, Brigadier General Tarter served as the mobilization assistant to the Commander, First Air Force, Air Combat Command at Tyndall Air Force Base in Florida. First Air Force has the responsibility for the air defense of the continental United States. During his Air Force service, Brigadier General Tarter served in a variety of positions ranging from flight instructor to commander of the 917th Wing at Barksdale AFB, LA, a B-52/A-10 composite wing. He retired as a Captain in 2005 after 18 years with Delta Airlines.
Brigadier General Tarter holds a Doctorate in Educational Leadership from the University of Phoenix, a Master’s degree in aeronautical science from Embry-Riddle Aeronautical University, and a Bachelor’s degree in history from Baylor University. He is a graduate of the USAF Fighter Weapons Instructor Course (TOPGUN) and the Air War College.
